I'm not sure, but can you see the Secretary of Housing and Urban Development stepping up into the Presidency? But really, the only time this is of even slight concern is on the night of the President’s annual State of the Union address. While they are all supposed to be there, a "doomsday" provision requires one member of the Cabinet, on a rotating basis, to stay far away from D.C. on that night.
